Most Members of Congress consider e-mail for constituents only.

As of September 1997, some Senators are switching from e-mail to webmail. A complete list of Senate e-mail, webmail, and web sites is maintained on the Senate web site (http://www.senate.gov)

The House is switching from hr.house.gov to mail.house.gov for its e-mail. Some Representatives are keeping the first part of their email addresses, some are changing them, and some are eliminating e-mail in favor of webmail. The House web site (http://www.house.gov) maintains a list of web sites and postal mailing labels but not of e-mail addresses, instead referring constituents to http://www.house.gov/ writerep/ Whenever both an e-mail address and a webmail address are given for a Representative, the webmail is considered official; whether the e-mail is answered depends on the Representative.

    Tips For Activists

    When writing to any elected official, be he/she state/local or federal, do the following;
    1. Never threaten. It's ok to say something like "if you don't shape up, you will not get my vote next time your term is up!", but you can't say "I am going to give you a fat lip!"
    2. Include your email and regular mailing addresses when corresponding to your official. Anonymous emails are usually ignored.
    3. State clearly at the beginning of the email, the issue which concerns you, if you want to expand upon your reasoning, do so, AFTER you have stated your position.
    4. Remember that the odds are against you, having the Senator personally read the email. It' is very likely that a member of his staff will read the email and you will recieve a form email response in return.
    5. The only way to ensure a response, and lend yourself credibility in the process, is to include your mailing address with the email.

    1. Typically, writing is more effective than calling, but you can often cover more ground and collect more information by calling around first.
    2. When you're writing a letter, always give your name and address and ask for a reply.
    3. If you call, consider following up with a letter or fax. (Sometimes sending a fax asking the decision maker for a return call is more effective than leaving a message.)
    4. Be concise, informed, and as polite as you can.
    5. Always relate exactly what you want the decision maker to do.
    6. Talk about what you know -- humanize your message. Let experts cite statistics. You'll make more impact by talking about your concerns and your feelings.
    7. Be generous with praise, as well as criticism. A thank you for a job well done, if possible, may get your letter passed around a bit more.
    8. Be creative. Anything out of the ordinary can draw attention to your message.
    9. Don't expect big results. Usually, the bigger the issue, the longer it takes to make gains.
    10. Share your experiences with friends. Encourage them to write, too. You may encourage someone to get involved for the first time.
